Osaka-Shakai-Jigyo-Tankidaigaku (大阪社会事業短期大学) was established in Minami-ku, Osaka city in 1950 with the aim of human resource development for the welfare sector in Osaka in the postwar recovery period.
The institution was moved to Morinomiya in Higashi-ku the following year, and was relocated again to the Yuhigaoka campus in Tennoji-ku in 1959. The establishment of a welfare junior college was epoch-making at the time, but due to the gradually increasing demand for upgrading to a four-year college, the junior college was merged with Osaka Prefecture University and restarted as the department of social welfare.

The Osaka Junior College of Nursing (大阪府立看護短期大学) was established in Tezukayama, Sumiyoshi-ku in Osaka city in 1978, but the need to upgrade the junior college to a university arose in order to increase the academic levels of nurses. The junior college was integrated into a four-year college in 2003 and merged with Osaka Prefecture University two years later.

Through providing training for advanced specialists in the welfare and medical fields, Osaka Prefecture University has become a university that responds to the expectations of Osaka citizens and contributes to local communities.
